How Belgium works

Elections and sharing out the seats

Who may vote, how do you vote in secret, and how do votes become seats? With the D'Hondt method you work out step by step who wins how many seats.

Second grade of secondaryAges 13 to 16Draft: Not yet reviewed by a citizenship teacher.

Why

A party wins 30 % of the votes. Does it then also win exactly 30 % of the seats?

In an election you choose who decides on your behalf. Then the votes are counted and turned into seats. That happens with fixed rules of calculation, so everyone knows beforehand how it works.

Once you understand those rules, you understand the result better too. You see why a party just wins or just misses a seat, and why seats are never exactly the same percentage as votes.
