Why

Some problems do not stop at a border: diseases, people fleeing, war and peace. How can almost every country in the world decide something together?

No country can solve such problems alone. That is why countries work together in international organisations, such as the United Nations.

Belgium takes part too: in 1945 it was one of the founding members. If you understand how the UN decides, you better understand why a decision sometimes passes and sometimes does not.
